He graduated from Phillips Exeter Academy (1944), Princeton University and later Pace College. He was in the Navy during World War II. For most of his professional career he was a management consultant, working mainly in the United States but also for multi-national corporations in Europe and Asia.
He married Margaret (Peggy) Lane in 1947. The Smarts made South Jersey home, moving to Haddonfield in 1964 and Haddon Township in 2002. Bill Smart volunteered with the Haddonfield Lions Club for many years and was a docent on the battleship USS New Jersey.

He is predeceased by his son William A. Smart III and sons-in-law Richard Pietravalle and Don Smith.
He was a talented carpenter, a jack of all trades, which came in handy as we always lived in large, old houses. He enjoyed cooking, photography, his ham radio, arranging family reunions, playing poker with friends and traveling. He was a voracious reader and loved to discuss history. Most of all, he loved spending time with his family.
A celebration of life will be held at a later date.
